Event queue handlers like DeadNode/StaleNode while trying close
pipelines/containers can throw NotLeaderException on followers SCM nodes and
these can be very noisy in the logs. The idea here is to segregate and execute
parts of these handlers which can be executed selectively in leader and
followers.
