Description:
This Jira is to implement list certificates based on role.
HDDS-4861 added scm Certs to scmCert Table. In this Jira, listCerts will be
modified to list all SCM Certificates.
(Once for other roles like SCM/DN they moved to new tables, listCertiificates
will work for all the roles. This is not planned in this Jira)
This API will be used to get all the SCM certificates for SCM HA nodes during
bootStrap SCM nodes startup.
