Currently we have the interface for creating the pripelines provider, that is
PipelineProvider
We also have implementation of RatisPipeLineProvider, SimplePipelineProvider
(Standalone), ReconPipelineProvider.
So, EC we need another pipeline provider which should pick the require number
of DNs based on the requested EC replication.
So, to start with I propose to create simple ECPipelineProvider to handle this
logic.
