[~swagle] IMHO, finalization-status maybe more exact than upgrade-status.
Considering the whole upgrade procedure, we are in a pre-finalized "status"
before we do finalizeupgrade command,
But here we want to show a more specific status of the finalization stage which
is an important "sub" procedure of the upgrade.
