{{hadoop-ozone/dev-support/docker/Dockerfile}} was not updated since before
repo split from Hadoop. At least the following problems should be fixed:
* clones the wrong repository
* unnecessarily installs protobuf
* installs findbugs instead of spotbugs
* tries to install Ant version no longer available on mirrors
