In SCM with HDDS-6695, we have enabled Ratis by default and in HDDS-9897 we
have added support to enable Ratis on a Non-Ratis cluster. (Clusters upgraded
from older versions)
Once Ratis is enabled, we don't allow disabling it.
The end goal is to enable Ratis for SCM by default. Even for a Non-HA SCM, we
will have Ratis.
The idea here is to have a single code path and make is easy to enable HA in
future.
To move towards this goal, we can remove {{"ozone.scm.ratis.enable"}} property
altogether and make Ratis enabled by default. For upgraded cluster, we can
enable Ratis once the upgrade is finalized.
