The plan is to allow one API at a time for a bucket type to be migrated from
the old API processing model to the new one. We should be able to take a
point-in-time snapshot for a Bucket (Which takes an entire RocksDB snapshot)
while not all the APIs have been migrated from the old scheme to the new one.
