Description:
This is to capture a basic request that is implemented end-to-end using the new
framework.
It covers the overall class design and the testing framework for each request
processing.
This issue lays out the basic framework that will be used for all other
requests.
The echo command can send the request over ratis before responding to the
client. There will be a new option to update single or multiple dummy keys with
a payload on one of the tables in OM.
