Unlike in Write Pipeline V1 writeChunk,
XceiverC{color:#172b4d}lientMetrics#{color}decrPendingContainerOpsMetrics is
not called in the BlockDataStreamOutput#writeChunkToContainer which causes the
pending ops to always increase.
