Summary: Defer ozone repair prompt after subcommand validation

{{ozone repair}} shows warning prompt on startup. HDDS-11945 added logic to
skip it when showing top-level usage. The goal of this task is to further
improve this by deferring the prompt after all validations in subcommands
before they actually start performing repair.
So the prompt should not be shown for:
- subcommand invoked without all required options and arguments
- subcommand invoked with {{--help}}
- subcommand with {{--dry-run}} (after HDDS-11946)
