Summary: Move config keys from DFSConfigKeysLegacy to dedicated

We migrated config keys that were using the old {{dfs}} prefix to either
{{hdds}} or {{ozone}} prefixes in HDDS-815 and HDDS-10331. However, the config
keys in {{DFSConfigKeysLegacy}} are still present and being used. We should
migrate them to Ozone specific config keys using the config deprecation
framework
