Cluster which are upgraded from very old version and where Ratis was never
enabled, SCM will be running without Ratis.
After HDDS-9897, user can enable Ratis manually by changing the config.
With this Jira we want to enable Ratis by default during SCM start, if Ratis is
not enabled already.
