Summary: Allow configuring separate event timeouts for container
replication and deletion

Currently the timeouts for both container replication and deletion are
controlled by the same configs: {{hdds.scm.replication.event.timeout}} and
{{{}hdds.replication.event.timeout.datanode.offset{}}}. Since these are
different operations that may take different times and we may want to retry
replications more aggressively to restore durability, we can make one set of
timing configs for replication and one set for deletion.
