Description: For SCM HA, on certain exceptions , for example,
LeaderNotReady, the requests must be retried on the same server. For
exceptions, such as NotLeaderException, retry should happen along with a
failover for rpc clients to the suggested leader if possible. The idea here is
to address the retry policy requirements for SCM HA.
