Summary: Remove SCM dependency from find-missing-padding debug
command

Some commands for replica verification get their block locations from OM, and
some from SCM. The extra call to SCM for each container will slow down
traversal of a large namespace, so we should only use the locations given by
OM. This Jira is to modify {{find-missing-padding}} to only use the OM
container locations
