by Maven during build, as [configured

We'll need to do the same with {{src/main/smoketest}}. Also,
[{{dist-layout-stitching}}|https://github.com/apache/ozone/blob/8133be836a4e1d6903c0b4b302ea2df896f063dc/hadoop-ozone/dist/dev-support/bin/dist-layout-stitching#L124-L127]
needs to be updated to copy {{smoketest}} from {{target}}, not {{src}}
