Tejaskriya Madhan resolved HDDS-11778.

Resolution: Won't Do
Currently, we have other metrics like total no. of pending blocks in each
datanode (HDDS-11779). And on SCM we are maintaining per DN command metrics
(HDDS-11711) as well. This doesn't seem to be very helpful now.
