When Raft group directory(DN Pipeline) is missing in a datanode on start up,
the Raft server is not aware of the DN being part of a pipeline. Containers in
OPEN/CLOSING state belonging to such containers should be moved UNHEALTHY state
in such scenarios instead of CLOSED or QUASI_CLOSED state. QUASI_CLOSED state
means that the DN raft server has applied all the transactions in it's raft
log, but in this case since the DN doesn't apply raft log, all container
replica corresponding to the pipeline is unhealthy it might not have all the
transactions flushed.
