Summary: Add option for `ozone debug replicas verify` to force OM
container cache refresh

Add a flag to {{ozone debug replicas verify}} that has the client tell OM to
get container locations from SCM directly, instead of using the cache. This
will slow down the checks, but may provide more reliable results depending on
the situation.
