Adding metrics in Recon for OM and SCM background tasks at fine grained level
will help users and admins to understand the performance of various underlying
low level components in Recon under scale or stress test conditions. So add
following metrics to measure time taken in Recon:
# OM DB sync
** OM DB fetch step - pulling from OM
** Applying OM DB updates to Recon OM DB snapshot
** Each OM task reprocess and process performance. In case of NS Summary task,
need at each bucket layout level also.
# SCM tasks
## Each SCM task run time taken
