Summary: Volume should be marked as READ only when there is WRITE
issue on volume

When ** there is WRITE failure during volume checker, we can move volume to
READ only state.
* WRITE failure due to any issues in disk–>We can mark volume as READ only
* No WRITE permission –>We can mark volume as READ only
These volume data can be readable and will help in reducing replication to
other DN.
