## What changes were proposed in this pull request?
Enable Ratis by default on an upgraded cluster during SCM start-up.
Cluster which are upgraded from very old version where Ratis was never
enabled, SCM will be running without Ratis.
After #7711, user cannot enable Ratis manually by changing the config. With
this PR we will enable Ratis by default during SCM start, if Ratis is not
enabled already.
