{{OmUpgradeConfig}} uses prefix {{ozone.om}}, which is more general than just
upgrade. We could change prefix to {{ozone.om.upgrade}}, but
{{init.default.layout.version}} does not fit that.
- {{init.default.layout.version}} is only used via {{OzoneConfiguration}}, not
via {{OmUpgradeConfig}}.
- Keeping {{OmUpgradeConfig}} for just one property, which is used only in one
place in OM, seems overkill.
So I think it should be merged into {{OmConfig}}.
