Firstly, we need to do the following changes
* Allow OM follower to serve reads for snapshot (instead of throwing
NotLeaderException)
* Allow OM client to specify OM Node ID to decide which OM node to communicate
this
** However, this should not point proxy to that OM Node ID since this can
cause the subsequent OM calls that require leader to failover causing latency
issues.
