Summary: Handle bootstrap of SCM when primary SCM is down

Primary SCM is the one starts rootCA server and issue certificates to other SCM
nodes(and also it self)
When primary SCM is down, we cannot bootstrap the new SCM node.
This Jira is to discuss how to handle this kind of scenario.
