We need to ensure that ReplicationManager will eventually end in a steady
states. This will catch possible issues where there are infinite replications
due to some infinite loop conditions.
One idea is for all the ReplicationManager tests to have post tests validation
that will run the ReplicationManager loop a few time until the steady states is
hit, otherwise the test will fail.
