Description:
We need to ensure that ReplicationManager will eventually end in a steady
states (means that no more replications / deletions / move). This will prevent
possible regressions where infinite replications are triggered due to circular
logics.
One idea is for all the ReplicationManager tests to have post tests validation
that will run the ReplicationManager loop a few time until the steady states is
hit, otherwise the test will fail.
