## What changes were proposed in this pull request? As part of change #4680, BootstrapStateHandler was introduced to synchronize tarball creation with background services. The problem is that SnapshotDeletingService doesn't use implemented BootstrapStateHandler.Lock rather creates a new lock every time. This means tarball creation will never be synchronized on the same lock as SnapshotDeletingService. This change includes: 1. Use [this](https://github.com/apache/ozone/blob/f7e9aedf49e005f219845f2911b92f66cec24bcf/hadoop-ozone/ozone-manager/src/main/java/org/apache/hadoop/ozone/om/service/AbstractKeyDeletingService.java#L643) BootstrapStateHandler.Lock for moving, purging, and tarball creation. 2. Added a wait for a response otherwise some transactions may be in Ratis logs that are neither applied nor in DoubleBuffer and can cause a race condition. 3. SnapshotDirectoryCleaningService is also added to the required locks list for OMDBCheckpointServlet but it doesn't do any operation on Snapshotted DB so there is no change in SnapshotDirectoryCleaningService. ## What is the link to the Apache JIRA HDDS-12210 ## How was this patch tested?
