The Periodic pipeline creator will check if it can find datanodes to create new
pipelines. If all the datanodes have the max number of pipelines already, it
cannot create new pipelines.
In such case we end-up logging a WARN message in
{{{}PipelinePlacementPolicy{}}}, which should not be done.
