Summary: Freon test to bench mark block allocation code

There should be a freon extension to generate an allocate block load to measure
the speed at which SCM can allocate blocks in a cluster. Since no actual data
is written, it should be safe to run in customer environments.
Optionally, there should be a choice to write data without committing it to OM.
This would require an unsecured cluster but would be a meaningful measure to
see how much write through put can be sustained by the HDDS layer of the code
without OM.
