We have faced issues that background service threads were starving because the
metric collector was taking too long. As a workaround, we disabled metrics for
Snapshots (HDDS-12193) by default. Another fix was to fix the Prometheus sink
HDDS-11339.
We need to revisit the metric collection to efficiently gather RocksDB metrics.
Some metric optimizations are done in HDDS-9377
