An offline repair command which performs compaction for a particular
column-family for any rocksDB would be helpful in solving performance issues.
RocksDB's older versions (being used by ozone) has some known issues like
[seekToFirst slowness|https://github.com/facebook/rocksdb/issues/261]. This
repair command would be a quick fix for these scenarios as it wouldn;t be
specific to any type of db (om/scm/dn).
