We should allow security providers to be configurable via the java.security
file. Then, users can set the providers for their use cases or compliant
requirements.
As a side note, we should not depend on particular bouncycastle versions.
Otherwise, it is impossible to make it compliant when that particular
bouncycastle versions are not.
