Summary: Update container BCSID to match peer if checksums match

If two peers have matching merkle trees, we should update their container
BCSIDs to the max of either peer. Since we do not want to put the BCSID in the
merkle tree since it does not accurately reflect the container's content, we
would need to make a separate {{readContainer}} call to each peer to check
BCSID even there is no diff between the trees.
