Currently we send snapshot data (OM snapshots + snapshot backup dirs +
compaction dirs at the end ) and active FS Data first.
Changing the order i.e sending active FS at the last should avoid repeated
lookup into active FS content during every transfer as snapshot content rarely
changes.
