Transitive dependencies (e.g. various Apache Commons libraries, Apache HTTP 
Client) use Apache Commons Logging API.  -For these {{commons-logging-api}} is 
required, but the full implementation is not.  The goal of this task is to 
replace {{commons-logging}} with {{commons-logging-api}}.- 

SLF4J provides a drop-in replacement for Commons Logging API with 
implementation over SLF4J.  The goal of this task is to replace 
{{commons-logging}} with {{jcl-over-slf4j}}.
