HDDS-5249 has added synchronized (datanodeDetails) to ContainerReportHandler
and IncrementalContainerReportHandler. Since ReconContainerReportHandler uses
the super method in ContainerReportHandler, it is also synchronized.
However, ReconIncrementalContainerReportHandler is not synchronized.
