It looks like we don't have good permission check test coverage for snapshot
related operations, and the snapshot permission check is not consistent.
create snapshot, delete snapshot, rename snapshot requires admin/bucket owner
listSnapshot too does ACL check
getSnapshotInfo, snapshotDiff, cancelSnapshotDiff does ACL check
listSnapshotDiffJobs has ACL check.
We should add regression tests for them.
