## What changes were proposed in this pull request? For the db.Codec class (not to be confused with scm.ha.io.Codec), it is better to throw CodecException (a new class) than throw IOException. We only change the CodeBuffer methods in this PR. Will change the byte[] methods in HDDS-12989. ## What is the link to the Apache JIRA HDDS-12947 ## How was this patch tested?
