Currently SnapshotDeletingService waits for KeyDeletingService to finish and
waits for snapshot to be deep cleaned before purging the snapshots. With
ReclaimableFilter implementation SnapshotDeletingService can run idependently
of KeyDeletingService/DirectoryDeletingService as long as both of these
background threads are not relying on the same snapshot.
