Ozone Recon - Add support to bootstrap Recon using manual copying of OM DB tar
ball. Currently Recon bootstrap depends on full OM DB tar ball fetch from OM
leader, extract and then process and initialize the recon OM metadata, so if in
case connection from Recon to OM timesout or not able to fetch OM DB tar due to
any instability , Recon should support bootstrap by manual copy of tar to recon
db location.
