## What changes were proposed in this pull request? In this change I'm adding new docker-compose yaml (and docker-config) to the `ozonesecure-ha` setup, which will write data to docker volumes so it can survive stop and restart. This will be useful for the future testing of the online/offline debug and repair tools. I moved the already existing debug tool acceptance tests to use this environment. I made some changes to the tools robot tests, so the ozone service id will be coming from a variable instead of a hardcoded value. ## What is the link to the Apache JIRA https://issues.apache.org/jira/browse/HDDS-12714 ## How was this patch tested?
