Currently, once SCM comes out of safe mode , it starts creating pipeline based
on the pipeline limit per datanode. It is very much possible that as soon as 3
datanodes register initially, it can use the same set of datanodes for creating
multiple pipelines. Such scenarios are not desirable, as with multiraft we
should ensure no same set of datanodes participate.
