Summary: Table should support empty array/String

When the value of a key is set to an empty array/String, getting that key
should return back an empty array/String.
HDDS-13254 might have accidentally changed this behavior. We should restore it
and add a test to assert it. (Thanks [~wfps1210] for pointing it out!)
