This ticket purely focuses on creating the REST endpoint for AWS tools
(CLI/SDK) to talk to Ozone's S3 Gateway (port 9878) for STS requests.
When an AWS tool sends an STS request, this API will just send back a
placeholder (mock) response. We are _not_ creating the actual temporary
credentials yet.
Next steps: Other tickets will handle making the real temporary credentials and
more complex STS logic in Ozone Manager (OM).
