Currently Recon gets delta updates from OM (new OM updates from Recon's current
txn id), and first updates its own OM snapshot DB, and second forwards the list
of updates to the post processing tasks that typically update a SQL DB. A
failure between step 1 and step 2 can cause the post processing tasks to never
get the updates for this batch.
*Workaround until fix*
Reset Recon by deleting/renaming OM snapshot DB. It will re-init all the tasks.
