HDDS-1659 defined how we propose larger feature development in Ozone:

However, the process is hidden in the design doc archive and not really visible
to any new contributors. Let's mention the process in the CONTRIBUTING.md
guide: https://github.com/apache/ozone/blob/master/CONTRIBUTING.md add a short
description of the process.
