Summary: Unify the isValidKeyPath

Most of the logic on OzoneFSUtils#isValidKeyPath and
OMClientRequest#isValidKeyPath are duplicated with the difference being whether
to throw exception if the keyName is empty. We can remove duplication of this
important logic.
