We have OM S3 multipart commit and complete response for FSO
(TestS3MultipartUploadCommitPartResponseWithFSO and
TestS3MultipartUploadCompleteResponseWithFSO), but we don't seem to have one
for the non-FSO buckets.
We should add the tests and also structure it similar to the other S3 multipart
response tests (i.e. FSO test only need to override some FSO related methods to
prevent duplication and better reuse).
