Description:
We think it would be reasonable to bump {{ozone.om.ratis.segment.size}} from
4MB to 64MB. 4MB was way too conservative. And we are already using 64MB for
DNs more than 2 years ago:

{{ozone.om.ratis.segment.size}} sets the size of the raft segment used by
Apache Ratis on OM.
{{dfs.container.ratis.segment.size}} sets the size of the raft segment used by
Apache Ratis on DN.
